At the initiative of Italy and of the European Commission, the so-called Valletta Trust Fund - the European Union Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa - approved a 50 million euros programme to provide socio-economic support to the population in 24 Libyan municipalities. Said programme confirms Italy's closeness to the whole of the Libyan people and their central and local institutions and responds to the immediate needs of the population, in line with the bottom-up approach proposed by the United Nations Secretary-General's Special Representative, Ghassan Salame'.

The programme, which was jointly drafted by Italy and the European Commission on the basis of the requests made by Libyan authorities, aims to facilitate access to basic services by the population, especially the most vulnerable segments, including migrants. The Italian Cooperation service will be in charge of providing technical assistance and socio-economic support to the initiative, also through the involvement of civil society organizations. The programme will be implemented in close coordination with Libya's Presidential Council and Government of National Accord.
